I.

 To implement the laws , regulations ,guidelines and policies of the State on foreign trade ,economic cooperation , foreign investment and the administration of economic development zones including drawing relevant local policies , regulations and rules including the coordination of the related affairs between Guangzhou and World Trade Organization on relevant affairs.

 II.

 *To work out and implement Guangzhou's development strategy on foreign trade and economy ;

 * To formulate and implement Guangzhou's medium-and-long-term

 development plan and the annual guideline related to foreign

 economy and trade affairs ; and

 * Responsible for the comprehensive survey on foreign economy , trade and the measures adopted for macro-control and administration.

 III.

 *In charge of the affairs concerning foreign trade in Guangzhou .

 *To examine and approve import & export qualifications of various enterprises and qualifications of international freight forwarding in terms of law;

 *To carry out the implementation measures and policies on bidding for export commodities controlled by quota permits;

 *To work out, propose and implement the plan for import & export quotas ;

 *To study and popularize new trade methods (including E-commerce)and

 *To guide export advertisement promotion.

 IV

 * Responsible for the utilization of foreign capital;

 *To examine , approve or report to the higher authority on the foreign investment limited by the State policy and the establishment of foreign-invested companies involving in quota and license management ;

 *To examine , approve or report to the higher authority on the contracts , articles of association and the changes of the foreign-invested projects whose investment are limited by the State ;

 *To supervise and inspect the implementation of laws ,decrees, regulations , contracts and articles of association abided by the foreign-invested enterprises; and

 *Responsible for the inspection , coordination and service for the foreign-invested enterprises.

 V.

 *To administrate the processing trade in Guangzhou;

 *To inspect and supervise the enterprises engaged in processing trade to implement the relevant policies, laws and regulations promulgated by the State;

 *To analyze and report the development of the processing trade ;

 *To implement the policies and administrative measures prescribed by the State together with the departments concerned ;

 *To verify the processing trade operations within the authority of Guangzhou ; and

 *Examine the ability of the processing trade enterprises.

 VI.

 *Responsible for the business regarding foreign economic cooperation ;

 *To formulate the policies and administrative methods for Guangzhou's overseas investments, contracted projects , labour and technological cooperation;

 *To examine , approve or report to the higher authority on the contracted projects ,overseas investments, labor service cooperation and the quota for the persons dispatched abroad; and

 *To guide and inspect the contracted projects abroad , overseas labor service cooperation, design and consultancy .

 VII .

 *Responsible for technological import & export of Guangzhou;

 *To work out the policies and administrative methods of overseas technology trade , service trade , encouraging technologies and the export of the complete set equipment;

 *To administrate the imports of technology and equipment including international bidding invitation ;

 *To coordinate and administrate the export of the technologies restricted by the State policy and the re-exportation of the technology imported and

 *To administrate the import and export of mechanical and electrical products of the whole city.

 .

 VIII

 *To make an overall plan on the foreign investment promotion work in Guangzhou ;

 *To guide and inspect various activities regarding the commodities fairs , various seminars , symposiums , exhibitions , negotiation etc; and

 *To stipulate the administrative measures to go abroad to hold various activities mentioned above.

 IX

 *In charge of Guangzhou's foreign economic liason work ;

 *To approve and administrate resident offices or companies set by foreign countries including Hong Kong Macau and Taiwan regions ;

 *To issue the entry visa notice of foreigners who are going to GZ to conduct business ; and

 *To conduct any foreign affairs with the foreign consulates general in Guangzhou in terms of foreign trade and economic cooperation;

 X.

 *To coordinate and guide the foreign trade and economic affairs conducted within economic development zones and cities of county level

 *In charge of the on-the-job training and certificate issuing for those to obtain international commercial professional qualifications;

 *To guide the reforms of state-owned foreign trade enterprises and the work performed by the chamber of commerce of industries , Administration & Service Center for Foreign Investors and Association of Enterprises with Foreign Investment

 XIII

 *Responsible for the managing routine Party affairs of the Bureau 's Party Committee , the Party construction and the personnel management of the state-owned foreign trade enterprises and institutions.

 XIV

 *To fulfil the other tasks temporarily required by the Municipal Committee of C.P.C and the Municipal Government.
